Revisiting Emergency Department Use in Medicaid

This issue brief provides a fact check of commonly held beliefs about emergency department (ED) use in Medicaid. In some cases, common beliefs are supported by the evidence, and in others, they reflect only part of the story. This issue brief seeks to provide a more balanced picture of ED use in Medicaid informed by the latest research. To provide further context for policymakers, we review evaluations of recent Medicaid expansions and summarize a MACPAC review of Medicaid program and safety-net providers’ efforts to curb ED use.
