Design Considerations for the Future of Children’s Coverage: Focus on Affordability

This presentation reviews the draft chapter for the March 2016 report to Congress, which compares the affordability of separate CHIP to exchange coverage in 36 states. The presentation raises issues for the Commission to consider as it continues deliberations on the future of children’s coverage, including premiums and cost sharing in CHIP and exchange coverage, and how information on children with high health care spending could be used in designing a policy to ensure that coverage is affordable.
