The Medicaid and CHIP Payment and Access Commission (MACPAC) requests proposals for a solicitation to award an Indefinite Delivery Indefinite Quantity (IDIQ) task order contract for survey data analysis and technical assistance. The request for proposals (RFP) is available at this link on the www.sam.gov website; a paper copy will not be issued. The North American Industry Classification System (NAICS) code for this procurement is 541690. This solicitation is open to all sources.
MACPAC seeks a contractor capable of analyzing a broad array of survey data to conduct the activities and analyses needed to meet MACPAC’s statutory obligations. MACPAC will select a contractor that documents:
- a sufficient pool of statistical programmers available on an as-needed basis to perform the necessary work;
- extensive staff knowledge and use of surveys that could be useful in MACPAC analyses;
- staff knowledge of survey design and methodology, including experience analyzing surveys with a complex, multi-stage design that must be considered when computing standard errors;
- expertise in SAS, STATA, or other programming language(s), including expertise programming complex design survey data;
- ability to summarize data runs and identify key findings in a clear and concise manner in both tables and written reports.
Offerors are responsible for monitoring https://sam.gov/ for release of any amendments or other information pertaining to this solicitation. Questions regarding the RFP must be submitted no later than May 19 at 5:00 PM Eastern Time through an online form specified in the RFP. Responses will be posted on https://sam.gov/ no later than May 23. The solicitation due date is June 6. Separate technical and business proposals shall be submitted according to the instructions in the RFP by that time. Late proposals will not be accepted. Prospective contractors must be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract or agreement.
