Chapter 4 of the June 2023 Report to Congress on Medicaid and CHIP focuses on Medicaid home- and community-based services (HCBS), which allow individuals requiring long-term services and supports to live in community settings. It provides an overview of Medicaid coverage of HCBS, including eligibility, benefits, and spending, along with federal HCBS authorities.
Additionally, this chapter examines findings from MACPAC’s research on barriers for beneficiaries and state challenges in administering HCBS programs, identifies areas for further work, and outlines next steps to enhance access to HCBS and address state-level challenges.
