The purpose of the study is to understand motivations and barriers to apply and gain insight into the enrollment process. The research occurred in December 2013–slightly more than two months into the open enrollment period for the health insurance marketplace. The insights from the study therefore reflect early experiences with enrollment into the newly expanded Medicaid program.
