This slide presentation provides an overview of how the federal government finances Medicaid in the U.S. territory of Puerto Rico. Like Medicaid in the states, Puerto Rico must contribute its non-federal share in order to access federal dollars, which are matched at the designated federal medical assistance percentage (FMAP), or matching rate. But unlike the states, Puerto Rico can access federal dollars only up to an annual ceiling.
