Medicaid pays for Medicare premiums and cost sharing for dually eligible low-income Medicare beneficiaries through four Medicare Savings Programs (MSPs). The MACPAC presentation provides background on MSPs, reviews MACPAC findings on Medicaid policies for paying Medicare cost sharing presented in its March 2013 report, and considers how such policies affect dually eligible beneficiaries’ access to medical care.
